USDA recapture fee

Want to buy this house direct from seller. She's delinquent by six months.

There's equity w/out the recapture fee, but we're not certain what the fee is or how to calculate it. It looks like there's no creative way around it. Anyone have experience w/ this? Is the only way to wipe it out in a short sale?
