Appraiser wants the water on

I had the water on for the inspection and appraisal period and had it turned off after that time. I did this because  I had a vacant house with burst pipes and the damage was over $22,000 so now water is off in vacant houses. Today I am told they did not go out last week as scheduled and said "they can go anytime they want" and they can't do the appraisal because the water is off. My agent said she ha never heard of this. Fine I will pay the deposit and fee to have the water turned back on but I think I should have been notified last week when they claimed they would do the appraisal instead of waiting over a week to tell me and now I foresee the closing will be delayed. Is this a new thing with appraisers ?
