Property Tax Appeal *Help*

Im all set to close on a rental property in Fort-Worth TX to find the property tax on the HUD is double what I was told to expect during my analysis. Current owner has been paying $107/month, the HUD to my surprise says $214/mo. The seller purchased this home less than a year ago. Thats $100 a month out of my projected cashflow a 25% reduction in my ROI!

Could this be a mistake? 

Im pretty sure you can only appeal property tax once you own the property? 

What is the process in TX to appeal this tax? How likely and I to be successful?
