Need Tenant Eviction help

Hi I'm in the process of putting an offer on  a foreclosed house from bank but they cannot guarantee the tenants eviction. Any advice?this is in Southern California.

Thank you to both ,@Peter Mckernan , and @Jonathan Wilks

I did not know about eviction centers ,I will follow that to see where it takes me.

I have in my analyzes put $10k for the eviction ,and prefer to exchange for key as this could take a lot less time than going through court process.
