"It seems like the whole city of Rochester is in that same bubble you described. I’m assuming it’s the level of risk one is willing to stomach."

No. The whole city is not uniformly so risky. Upper Falls is a pretty rough neighborhood. East-side, further north could be OK. UofR area is great. South Wedge is hot. 19th ward, as close to U of R as possible is up and coming. Winton Merchants is nice. Park Ave. of course is great! Lots of nice places. Lots of landmines.
