Help me to make a decision on investment property in Houston

I am hunting for one investment property in Katy area now and my budget is between 170k to 220 k. I narrowed down two properties to consider, one is in the oak park trails subdivision and one is in the westgreen park area. Location wise these two properties are all very convenient for shopping, school and commuting. My concern is that I know very little about this particular neighbourhood in Katy (I reckon these two subdivisions should be similar demographically), is it a safe, family-friendly and popular area? I think rental property in this area is more suitable for a working family commuting to energy corridor. I tried to gather more information from my agent, unfortunately she is not particularly familiar with these two subdivisions.

I am a cash buyer, and looking for a long term rental property as a investment. I plan to keep this rental property for at least 7+ years and aim to achieve 8% annual return on rental income + annual appreciation. I know the annual appreciation in Katy may be neglegible compared with other states in the US. That is why I look for advice about these two subdivisions in Katy since I am concerned about the resale value as well.
