ADU changing occupancy group to R2

We are in plan-check with the City of San Diego for an ADU garage conversion on a building with 2 existing units. The proposed ADU will change the occupancy group to R-2. Our reviewer asked us to modify the existing structure to meet the code requirements of R-2 bullrings (Remove windows, parapet on the existing roof, etc.). Does anyone have experience with this? Generally, we are not required to modify the existing structure on these types of projects. I'm wondering if there is an alternative to making these changes?
