Need Help Constructing An RV Park

I have 3.48 acres on the Lower Colorado River just outside of Austin Texas. I think the best use of the land is to build an RV Park. I had an engineer to a preliminary concept site plan and we can potentially get 36 pads on it. I need help evaluating it, help on managing it and help on everything! My business partner and I are open to partnering with someone with a lot of experience. I'd feel more comfortable with someone operating in Texas. BTW, I bought both lots for $68,000 total. We have about $150,000 to $200,000 in equity in just the land so if things go south there are multiple options for exit plans.
