Anyone ever deal with HCD and SBC in California?

I’ve got a property out in Joshua Tree, CA. It currently comprises of 1x House & warehouse, with an adjacent lot next door that is a campground consisting of 5x RVs. On that campground, we have a conditional use permit (CUP) and have been approved by San Bernardino County by land use services to modify the prexissiting CUP with some additional units, dry to wet campground, pool, gazebos, utility building, etc. it’s a big project. But once we went through the process of this revision to approved action, it triggered HCD to get involved since it’s in their jurisdiction since it’s a “special occupancy park”. With that in mind we are navigating the waters between two very murky districts that both want the same things, but don’t communicate between one another. They rely on the home owner to do the coordinating, but they both expect submissions and approvals from each other all at the same time. I’m trying to draw clarity on this situation and am looking for some consultation from someone who may have dealt with campgrounds and these jurisdictions. It’s a very unique situation, but looking for some guidance!
