Can't Upload Profile Picture

I'm trying to upload a JPEG as my profile picture and have tried several times, on several different days, to no avail. I'm on my laptop. I'm able to go through the whole process of adding one but after I hit apply it just looks like it's uploading for several minutes and then it goes back to my profile page with no photo. I've even tried using different pictures.
