Bringing Up The Negative Influence Again

Some members of our site repeatedly berate new members and generally wreak havoc with negative comments. I know this has been discussed before and it isn't popular, but what are the current thoughts on a negative influence for these ridiculous outbursts? These folks often go away for a few weeks after the incident, but for some reason they continue coming back and we have to repeat the process all over again.

i think it depends on the situation..sometimes people deserve it..i just berated someone for digging up a 6 year old thread that was purely a promotional ploy...i don't feel bad
