Hartford, CT - Section 8 existing tenant process after closing

Hello, I closed MF (3units) home in Hartford. I have 2 tenants (1 and 3 floor, 2nd floor is vacant) who already been living the units and PM is working on with tenants to get new lease signing. My question is how long usually it will take to get done the paper work with section 8 department in Hartford. Anyone had similar experience? And another existing tenant is the domestic violence house help program. Any idea how long usually it will take to paper work done? (1FL: Section 8 tenant 3:FL: Domestic violence house help program)
