App for creating and managing scope of work

As I'm moving into bigger rehab projects, I've noticed that it's become increasingly difficult for all contractors to stay on the same page.  Scopes change, things get added and deleted, and maybe one guy tracks it but it doesn't make it to another guy.  People get busy and things fall through the cracks.

Does anybody utilize an app to create and manage the SOW? I'm thinking it would start with the initial walkthrough, and you can build up the scope as you walk through the property.  Maybe it would even include material/labor estimates.

Then after the initial SOW is created, it would total up the material/labor, and as the job gets started, each contractor would have access to the scope and be able to make notes, add pictures, mark as complete/on-hold, fill in ETA, etc.  The project manager(s) would be able to delete or add items as needed, with an updated total project cost.

Recommendations?
