Are sprinkler systems required for converted duplex?

Hi BP Family, 

I'm currently working on a project in Philadelphia and in process of getting drawings on converting a single family into a duplex (RM-1) and having trouble getting clarification on sprinkler systems and if they're required in this situation. 

My previous understanding is that only two-family dwelling built after 2010 are require to has sprinklers installed. Since we are converting a single family in a duplex would this be considered as new construction. I personally don't believe it is but I'd love to some insight from anyone who has been or going through a similar situation.
