Jumbo Loan for owner occupied refi duplex

My daughter wants to refinance her house hack. A duplex on 19 acres. The local mortgage broker can't find a buyer for the note because it is a Jumbo. Duplex and land worth 1.2 million and wants to borrow a total 800k. Looking to purchase some development land. Any nationwide lenders that does these loans. Property is located in South Dakota.
