Local Texas bank recommendations for home equity loans.

I'm looking for recommendations for a local Texas bank/credit union for a Home equity loan on my secondary house in Fort Worth. I spoke with a large bank and as I only qualified with current LTV for $18,000 - it didn't meet their minimum of $25,000 . They suggested I try a small local bank that isn't as conservative. Just wanting some advice on this from anyone who has had a HELOC from a local bank or any recommendations and advice on these types of loans. I'm wanting to to use the loan towards down payment for a rental property.
