Ethics Questions- Please help!

I have a few questions regarding collecting commissions on properties. 

1. Can licensed mortgage brokers collect commission on refinancing a property they own?

2. If a mortgage broker is purchasing a building, can they collect commission on the mortgage they're brokering? Would a separate corporation have to be set up or anything?

3. Where can I find the laws that regulate these types of scenarios?

I really appreciate any guidance you can offer and thank you in advance.
