Rental Client can't see the property !

Hi there, This question is for RE agents out there. If a rental client can't see the apartment either due to being out of town or busy schedule, can an agent view the property on their behalf and have client sign the contract? What are the legal stipulations for that? What if a family friend viewed the property instead? Or does have to be an agent? With thanks, Faye
