Negative ROI - WA state

I'm really interested in RE investing , but every time I use Rental Property calculator from BiggerPockets my ROI is negative. I'm not sure if I'm doing something working or is current market situation.

Also I tried to look properties foreclosure or auction on on this website, but it kept asking me to join and change as pro member, which I already paid for.

Anyone else expected these issues or knows the answers?

    Keep in mind @Anna Bee that our prices never really flatlined but rents were frozen for about 1.5 years with all the covid junk. Nothing appears to pencil well based on current income. A lot of investors (not me) have been (and are still) buying on the "potential" or proforma as well as the strong appreciation in the Puget Sound region, we've been double digits for years. Can't last but just keeps going. The 1% rule is extremely rare for West WA but many are hopeful to stabilize the property with market rents over the following 6+ months after acquisition. You will find better CoC returns if you look at Central WA like Moses Lake. We have a lot of brokers in our office investing out there.
