Neighborhood Price Comparison
When comparing how much a house might sell for in a neighborhood after rehab, do I compare it to houses in that zip code, or do I compare it to the houses immediately surrounding it?

Zip Code - no. Zip codes often span school districts and city lines
Ideally you want a house in the same area (say 1/4 mile), built around the same time, similar size and condition, in the same school district and city. Usually houses built in a neighborhood development, you find all these things, but not always.
