How do I know a wholesaler is legit?

Good morning. I'm new to the real estate world and looking to do my first flip. I've seen a couple good deals posted locally from wholesalers. I've worked with realtors several times on a personal level, but never wholesalers. How do I know they're legit? Are there any licensing, certifications, etc. I should look for? Ask for references of previous deals? How do I know I'm actually speaking with the person who has the property for sale and won't just take money and run? How do I know if the properties are paid up on taxes, no liens, etc. Any help is greatly appreciated here!
