Tenant Screening for Section 8 Applicants

In the past, I used a realtor to get tenants for a two family rental even with them having to pay realtor fee in addition to rent and 1.5 months deposit.  This time around, most of the inquiries are from people who receive subsidized housing.  Any specific recommendations to screen  tenants especially when a credit check isn't an option?
