How do I find investing partners for overseas investments?

I used to invest in So Cal beach properties, but the numbers are no longer there. I found an interesting market in Ukraine. I have five rentals in Lviv, the remarkable city that has been recently discovered by tourists and investors (and filmmakers - check out Tom Cruise's latest plans for filming in Lviv). 

I have found a fantastic property for sale that I want to rehab (I have experience and the local crew). The property is in the historical A location you cannot beat, $500k to purchase and $180k to rehab. The minimum selling price is $1,2mil the moment the rehab has been completed. I am thinking about holding it for at least 3-5 years, possibly offering managed rental units (18 rooms with commercial space) or many other ideas. Annual minimum rent revenue is $105K and up. I am local for a while - boots on the ground - and can facilitate the deal step by step through aquisition, completion, and management. 

The question is, how do I find interested investors to join me? I know I cannot solicit investors that are not qualified, sophisticated, etc. and I wonder are there ways to connect with investors that are looking for great deals and are open to foreign markets? Any ideas? I would appreciate your input! Thank you!
