electrical mistake

So I just baught my first rental and the power is off. So I call the electric company and they send someone out to turn on the power. Sweet I flip the master breaker and nothing! Not a single light in the whole house comes on. I look at all the wiring and everything looks right. I cant figure it out. I tell my local elctrician that I need him to come out and help me out. I went back to the property and thought i would try one more thing put a tester in a wall socket and i have power. Moral of the story, it is possible that every single light bulb in a house can be burnt out.
