Which would you rather sacrifice in your numbers? Cash flow or cash on cash return?

i.e. Your goal is to have a minimum of $200 cash flow per door and a minimum of 12% cash on cash return

It is possible to have above 12% cash on cash return but not meet that cash flow benchmark. Would you be willing to sacrifice some cash flow for a better than 12% cash on cash return?
