I live in Washington DC,which state/city should I look to invest?

Hi everyone, it's my first post.

I'm looking to to start investing in rental properties. My only RE experience so far was buying my primary residence in Washington DC last year.

Are there any areas within 3-4 hours driving range from my home where it's reasonable to buy my first rental property? My budget is $50-100k in cash, and my goal is 9% ROI. Since I'm out of state, I'm looking for properties that are already fixed up or flipped. I also won't be able to manage it myself.
