Looking to investing in Akron OH

Hello my name is Amit, I'm an Israeli Investor and am looking to buy some properties in the US. I was looking into the Akron area and was wondering: 

1. I want to start off with a 40-60k single family house to buy and hold. What area/neighborhood would you guys recommend?

2. Is it a good time to invest in Akron?

2. I saw there were a discussion about a year ago regarding the water bills and sewer issues in Akron and wanted to know if the situation has changed and how bad is it regarding rent?

Not so sure the university area is a good place to invest. Really check it out first. They have built a lot of new student housing and I drove around the neighborhoods close to the school right after school started and there were a ton of for rent signs on a lot of vacant houses. I've heard the student housing is expensive so maybe the trend will swing back to houses but you have a lot of competition and if they start loosing tenants they could always just lower the rent. Hard to compete with new and happening housing.
