Duct replacement

hi  well im not here for the real state thing but instead im here to ask a question, two years ago i had a central air system installed in my house, i had te actual air machine and the evaporater cabinet replaced but not the ducts. When ever installing this was i supposed to get my ducts replaced as well? My utility bill has been high and a while ago i went under my house and the duct system had holes and tears all over.. I would appreciate if someone could let me know anything  thanks
