Apartment Locator Business

I am looking at starting an apartment locator service. I don't want to get a real estate license. What is the best way to do it? Should I :
a) Charge a fee of first month's rent to the landlord
b) charge a fee to the tenant to receive a database of rentals meeting their criteria within a certain amount of time
c) charge landlords ad fees, such as $10.00 basic ad for 1 month or $30.00 for premium ad, so and so on.

Any advice would help.
