Trying to find Motivated sellers in Norfolk,VA for my first deal

I am working my butt off trying to find some motivated sellers to wholesale. I drove for dollars this morning, found 25 properties in one neighborhood. I can not find the owners however. The city assessment website doesnt list them!!! CAN ANYONE HELP? ADVICE ?
