Worst painting ever.
We deal with this all the time. We keep our eye on our contractors almost single day and have them take pictures of their work to report back to us on the progress to avoid problems like this to happen.

Was he the cheapest price?
One of the cons of having properties far away if you do not have a good crew that works for you to watch over them. Thankfully my GC reports back to me when ever I have subs come in and he over sees them to make sure they do not try and do a slack job just because I am not there. Good/honest help can be hard to find, and when you do find them you better hold on to them as best as you can.
If I were going to drive 100 miles just to sit and watch a contractor work, I'd just do the work myself and save the money since I clearly wasn't saving the time.
