Scared UK potential investor ...

Hi. There are a number of Estate Agencies in the UK who are advertising houses for sale in the Buffalo / Rochester / Syracuse areas of Western New York State. The prices are (very) low by European standards. Obviously the houses are in areas that are ... not the best.
So, if anyone can please shed some light on this, I would like to know:
1) just how dangerous is it to buy these houses
2) why are all UK agents only selling houses from the same area
