Down payments in Texas?

I live in California and have been doing research to buy my first out of state investment in the Lubbock,TX Market. 

I spoke to a lender that told me that Texas requires a 30% down on all REI properties.

Im just wondering if this is true throughout the state or if this is lender specific?

I lived in lubbock for a few years in the early 2000s. After doing research on the metrics of the market, I believe its a good area to start investing. I have some friends out there who are contractors and who can help me add value to homes that I purchase.
