Let say I am a licensed real estate agent in oklahoma and there is one buyer in new York wanting to buy a property in Texas. Can I represent him? or need to get texas license?

No. You need to be licensed in the state.

You must be licensed in the state you want to buy/sell. Many states have a "reciprocal license" program to simplify the process. Unfortunately, I don't think Texas has reciprocity with any other states.

You can get a referral fee. Find a quality agent in Texas, then ask them if they offer a referral fee. Most brokerages will pay around 25% of their commission when you refer a buyer/seller.

Ok I am representing the buyer not the seller. and I will have a buyer agreement in place. Texas does not have a reciprocal agreement meaning TX agents will handle the deal but the buyer should cover my commission.

You are referring a buyer? 25% is the going rate, high end 30%/35%

You can send out to an agent in the state and get a referral fee, generally 25% like @Nathan Gesner said. That is the traditional way to handle it.
