Cold Calling Marketing - List Population

First time poster, long time BiggerPockets reader. I'm looking for some general advice here... 

I populate all my own mailing lists, which typically involve only motivated sellers (high equity, divorce, probate, foreclosure, tax foreclosure, etc.). I can get a list of about 6,000 after applying zip code filters, room count, etc. After utilizing the Do Not Call Registry for phone numbers, my list is cut in half, to about 3,000. Do other investors/marketers have the same issue? It feels like everyone and their grandma is on the Do Not Call list nowadays and my worry is the fines associated with accidently calling these individuals. 

Thoughts?
