Condo to Towhouse

I live in a townhouse association. There are 14 homes. We do not own the land we sit on so we are classified as a condominium. Because we don't own the land we sit on, we have to have one insurance policy that cover all 14 homes. We want each member to own their own insurance but are being told we can't do this because we are classified as a condominium. We would like to change that and become a townhouse association only. We have a HOA. We want to change our by-laws. Being in Texas, we don't know how to do that. Looking for information on how to change the by-laws of a townhouse/condominium association. I am from Beaumont, Texas.
