I got a Duplex with two detached car garages, I want to convert this into an ADU.

How much does it cost to build an ADU unit?

Can I build a second ADU on top of the Garage? What are the requirements?

From my understanding, you have to submit your plans to the city for them to approve them. It really depends on what you're willing to make the ADU look like. I'm assuming it could cost over $80k in Cali.
