Cashflow areas in CT

Afternoon BP family rookie here looking for advice from the veteran investors in CT what area do you suggest as a starting point for buy and hold neighborhoods and towns in CT Class C+ C- FOR A ROOKIE TO START IN All comments and advice welcomed thank you in advance.

In Central CT, we stay out of Hartford and Waterbury.  C class areas we manage are:  Middletown, Meriden, Hamden, Bristol, Manchester, East Hartford, New Britain.  Any of the other surrounding towns would be B or so (Berlin, Southington, Wallingford, etc).
