It is a nice polite letter. Some tenants know, however, that this letter is worthless unless they sign it and return it. Therefore, they can just ignore it and pay the old rent. The solution is to send them two copies and ask them to sign and return one. Now you have something enforceable. So, some property managers just mail them a new lease with a new rent and a new term. It's about the same amount of work.
