Why is Justin Bibb Fining Cleveland's Landlords $200 per day?

Nobody is arguing with the fact that lead paint hazards are a big deal for the children in the city of Cleveland. However, why is Cleveland Mayor Justin Bibb only going after landlord owned homes in the city of Cleveland? What good does it do to fine someone $200 per day to make them get their home lead safe certified every two years when there aren't any children living in it while the city is ignoring the 1,000's and 1,000's of children who live in non landlord owned homes in Cleveland? It doesn't make a lot of sense. Seems like Justin Bibb is attacking landlords.
