It feels more risky to me, and right now when I feel like I'm just hemorrhaging money into this house, I'm really leaning towards just  getting it painted and floors done and start making money, as opposed to starting what feels like a major project with less of an obvious payoff (and I won't know if it pays off until 6 months from now when I can refi).

If you can buy right and get a good handyman to rehab, you know how easy these properties are to work on. they are cement, so its really paint, interior/exterior doors, kitchen, bath tile. if you are doing bnb, then think about solar for both water and electric. with utilities being so high down there, its a good way to cut back on monthly expenses. for ACT 22, it also leaves you with a way that you can have tax free income, but you will have to claim residence back down there for at least 183 days a year to qualify.

The rest of the house is all new windows (one of the few in the area that has this upgrade) I had planned to reglaze and repair when I paint the exterior of the house next year (this is a side by side duplex so there are two matching bay windows I would be reglazing).

If you use that source as your down payment.. work to be disciplined in the HELOC repayment and get that paid down to zero as fast as you can... certainly within the 5 years.If you use your 401k (most often as a loan as opposed to a distribution)...
