I think your second solution is a better option if you have no other tenant applications coming in and you're wanting to fill your property soon.

The solution is buy the property.  

Find out their need and their wants and you become the solution.

One solution I have right now is just to get a year lease and wait to see how things work out in the housing market, we will have around 60k by the end of 2019 (saving around 50k/year cash after that) to use towards an investment (this may or may not be real estate), then I can reevaluate come 2020 and see if it makes sense to buy a home then.
