The property was listed with a workshop, in taking a look I noticed it was separately metered, had plumbing and sewage hooked up and was looking good as a candidate for an ADU conversion. ~630 sq/ft.I've confirmed that it meets the requirements for the city and have appointments with teams to discuss plans and get bids for the conversion project.

You’ll want to ensure your prospective property has separate utility meters for all utilities. 

Each trailer there is metered for separate water and each one has it's own power pole.

There is also the concern that it may gum up the metering device, which is probably what the "jacked up" comment refers to.

Best use for that type would be to shut down water main in front of sub meters (assuming you don't need constant supply of water for steam boiler-type heating systems).Then you would get calls from other tenants about no running water, send maintenance, and get problem resolved.Here in NEPA, it can get chilly too. 

Aaron, the water, sewer, electric, and gas are sub-metered and billed to the home owners.Bill, thanks for your advice in Point #3 about my first park not needing fixing--I will consider that.

You can pay to have meters installed from the water department.

Gas is regulated from your meter through a gas regulator.

The one bedroom house has separate meters, hvac, and everything that makes it a totally different home.

There are some complexities, like power to the external structures and how it's metered.
