Well the whole truth is that  sometimes to expand our reach , we try and be efficient and partner up if the circumstances are right .

Since it is a multi- family already you shouldn't have a problem converting the basement, as long as you meet Building codes. one way to cut utilities, run separate meters and have the tenants pay for their own, Install new more efficient Mechanical's ( furnace, hot water heater, washer /dryer etc. ), replace old windows with new more efficient windows, put timers or photo cell lights on the exterior so they are only on at night.

It would be better to purchase with a higher class property but still want to keep it pretty cost efficient 

Now they are super quiet, less of an eye sore and depending on make, model and installation can run at some of the highest efficiency rating in America. $1000 though sounds like an extremely cheap unit though and would want more details.

If you're technically inclined, it's a great tool you can apply a few hours a day to exponentially grow your efficiency.
