Since it is a multi- family already you shouldn't have a problem converting the basement, as long as you meet Building codes. one way to cut utilities, run separate meters and have the tenants pay for their own, Install new more efficient Mechanical's ( furnace, hot water heater, washer /dryer etc. ), replace old windows with new more efficient windows, put timers or photo cell lights on the exterior so they are only on at night.

Now they are super quiet, less of an eye sore and depending on make, model and installation can run at some of the highest efficiency rating in America. $1000 though sounds like an extremely cheap unit though and would want more details.

I knew he was going to end up in that position & I knew that I didn't respect him enough to keep working there.There isn't a day go by that I don't miss my previous boss... he liked to have fun on the job (but we were efficient & thorough in the process) in our office & it was evident from all he did that he truly cared about his employees.
