I know I am supposed to estimate how much I have to spend for repairs and improvements but how do you determine what's it worth after rehab is complete?

In that time the person living in the property will be doing the improvements.

Needless to say, the tenant is no longer with us and I am using this time to improve the apartment.  

We could still buy it discounted off of retail price, you could live in it, learn the trades and improve it over the next couple of years.The house would be on the verge of not financing FHA or maybe a 203K for the right property.

The Landlord/Agent may enter the dwelling unit after giving due notice (24 hours) to the Tenant and the Tenant has not unreasonably objected, to: make necessary repairs, decorations, alterations or improvements; supply services only by mutual agreement during normal business hours, except in an emergency; or exhibit the dwelling unit to prospective purchasers, mortgages, or tenants only during normal business hours, including weekends, except as the Landlord/Agent and Tenant otherwise agree.

My building has all rehabbed units, new carpet, bathrooms, gutters...a lot of improvements.  

I can't speak for Chattanooga, but I've been able to find some "D+ to C-" properties in NJ that I've been able to purchase in "B to B+" areas and improve them for instant equity.

I did all the work myself and ended up spending 21000 on total improvements.
