However, at a higher level based on my PA knowledge which I assume is similar to TX:PA's municipal planning code grants building code and other enforcement authority which would cover all of the items you mention in PA.

Depending on the description of the unit, you may or may not own things like:- Sheet rock of the walls- Kitchen Cabinets- Bathroom fixtures- Piping or wiring that just serves you unit- other things like a heating/cooling unit, interior doors, ....There may also be some items that the Association is obligated to replace if they are still original but not if they have been replaced.

After viewing the property I noticed that there were quite a few items that would be identified in an inspection but are blatantly not repaired in addition to significant cracks in the brick suggesting foundation movement.
