Neighbors don't think twice about reporting offending airbnbs to the city for things like noise complaints or parking infractions. 

If i keep it two units will the tenants complain about the tenants above or below making to much noise.

If the $4000 isn’t ear marked for another project and you don’t have any plans for it then I would go with it.  

Get past the noise and getter' done.

At your age, you've got the time and the motivation and you'll find opportunity regardless if you are pursuing this in good faith, with open eyes, and an ear for constructive feedback.A lot of times with startup businesses, you'll realize where or what the true need is after you launch your product or service.

A few deals have fallen through the cracks and I'm sure ther ear more that I dont even remember.
