I heard some believe no local agent that knows what they are doing would  sign this and on the other hand some are very skeptical the city would even  enforce this given the domino effect it may create. since I am considering buying a new investment property in Cleveland I  would like  to know: are there any solution if the city decide to enforce this?

There's no 100% solution to rental properties.

In my case, I try to avoid answering their questions and instead focus on helping them work through the scenario and develop their own solutions.

I believe that most landlords who are willing to accept Vouchers are trying to be a part of the housing crisis solution.

I realize this is a completely subjective issue that depends on individual circumstances, goals, strategy etc.....I'm not looking for any perfect solution or hot tips, I'm just trying to look for potential long term value and a flexible market, and I'm interested in hearing about how others conduct their more general market analysis.

Also any solutions as to what to do with the old fashioned window panes that I’ll be left with ?

One may think, if a good opportunity arise in may, I should take it to reduce the burden, but I don’t presently favor this solution which seems to risky.
