The home inspector's report in big, bold, red lettering said "DO NOT BUY THIS HOME WITH THE OIL TANK." 

You report all income.

Taxes from county, ins from agent etc. reported rental income is generally "hopeful".

One said they'd do it if they could get a report from the company/person who winterized it.
