Can buyer get copy of inspection

Inspection on the home failed and buyer backed out.

A new buyer is interested in home.

Can new buyer get copy of Inspection report from listing agent so he doesn't have to pay for it.

Yes a new buyer can request a copy of the previous inspection but I wouldn't do it, nor expect that request to be fulfilled. You don't know that other inspector or how good or bad he or she is and you'll want the most recent inspection you can get with an inspection company you have vetted.
